Job Description

Vintun, LLC has an immediate opening for a Subject Matter Expert to join our team. As a Subject Matter Expert, you will directly support the Department of Defense, Defense Health Agency on the Defense Occupational and Environmental Health Readiness System - Industrial Hygiene (DOEHRS-IH) Program Office. The Environmental Health (EH) module of DOEHRS is a key enabling technology within the presidentially mandated Force Health Protection Plan and is further supported by Public Law 105-85. DOEHRS-IH is used for ‘Protecting Personnel in support of military operations through the identification, evaluation, and control of occupational and environmental health stressors”. It is a comprehensive, automated information system for assembling, comparing, using, evaluating, and storing environmental health surveillance data, occupational personnel exposure information, workplace environmental monitoring data, and observation of work practices data. DOEHRS-IH provides information needed by Occupational and Environmental Health (OEH) staff and command surgeons for reporting options to commanders regarding the reduction of health threats.

This task pertains to delivering DOEHRS EH Instruction/Support to Environmental Health Professionals Navy wide. The Contractor shall support the DOEHRS EH system sustainment training effort.


Deliver DOEHRS EH Training

  • The contractor shall coordinate with Government supervisor to perform DOEHRS EH user training for personnel assigned to Navy sites slated to use DOEHR EH at a central or local command level, afloat and in theater in accordance with BUMEDINST 6240.12.
  • The contractor shall conduct post-training testing to include, but not be limited to, DOEHRS EH use fundamentals, basic Navy exposure assessment strategies and avenues for problem resolution.
  • The contractor shall coordinate with EH program officers to plan and prepare training schedules.
  • The contractor shall brief site leadership and coordinate the DOEHRS EH sustainment training schedule.
  • The contractor shall provide monthly DOEHRS training schedules included in the Monthly
  • Status Report (MSR), as requested. (Deliverable 2)

DOEHRS EH Program Support

  • The contractor shall participate in Pre-Implementation Meetings (usually by telecom) facilitated by the DoD Program Management Office (PMO) targeted to assist EH Program Office prepare their programs.
  • The contractor shall maintain document archives, establish agendas, schedule and conduct meetings/conferences.
  • The contractor shall support development of OEHSA surveys and POEMS metrics/reports.
  • The contractor shall work with Government supervisor and Navy Regional EH program managers in development of monthly and quarterly metrics/reports.
  • The contractor shall participate in DOEHRS-IH Services' Meeting (as requested) facilitated by Defense Health Agency, system change requests (SCRs) and System Incident Resolutions (SIRs).
  • The contractor shall provide program support to the BUMED designated DOEHRS EH Navy manager as requested.


DOEHRS EH System Customer Support

  • The contractor shall provide first Tier responses from Navy users by phone and/or e-mail to inquiries regarding routine issues or discrepancies in the system.
  • The contractor shall provide timely responses to user inquiries regarding system operational Capabilities. (OPNAVINST 5100.23 Series).
  • The contractor shall ensure DOEHRS EH users are aware of recent software upgrades and participate in monthly training events conducted by the developer.
  • The contractor shall maintain configuration and status of system change requests or identified defects by all NAVY installations, ashore, afloat and in theater.
  • The contractor shall maintain issue log of identified issues and response actions as part of the MSR. (Deliverable 2)

  • Bachelor's degree
  • DOEHRS-IH Environmental Health System Experience
  • Experience with OEHSA surveys and POEMS development
  • Must have experience in data entry and technical support
  • Must have good organizational skills
  • Must be able to analyze and provide ad-hoc queries utilizing Business Objects and graphics user interfaces
  • Great writing skills
  • Ability to provide oral briefs
  • Maintain and create reports
  • Must be able to provide individual assistance with training to EH staff
