Job Description

DOEHRS Industrial Hygiene (DOEHRS-IH) is designed to allow Industrial Hygiene practitioners to anticipate, recognize, evaluate and control occupational health hazards at Medical Treatment Facilities and Installations world-wide. The Industrial Hygienist professionals conduct evaluations, or surveys in workplace operations to determine the employees’ (both military and civilian) potential exposures to chemical, physical, biological and ergonomics hazards. The information that is gathered during these evaluations, including worker exposure monitoring results is entered into DOEHRS-IH. This database collection system is used throughout the Department of Defense.

DOEHRS-IH Instructional and Program Management support

This task pertains to delivering DOEHRS IH Instruction to Industrial Hygiene professionals Navy wide. The contractor shall support the DOEHRS-IH system sustainment training effort.


Deliver DOEHRS-IH Training

  • The contractor shall perform DOEHRS-IH user training for personnel assigned to Navy sites slated to use DOEHRS-IH at a central or local command level, afloat and in theater.
  • The contractor shall conduct post-training testing to include, but not be limited to, DOEHRS-IH use fundamentals, basic Navy exposure assessment strategies and avenues for problem resolution.
  • The contractor shall coordinate with IH program officers to plan and prepare training schedules.
  • The contractor shall brief site leadership and coordinate the DOEHRS-IH sustainment training schedule.
  • The contractor shall develop DOEHRS-IH training curriculum as appropriate for DOEHRS-IH users ashore, and in theater environments.
  • The contractor shall provide individual DOEHRS-IH tutorials/training as requested by Government Representative.
  • The contractor shall provide monthly DOEHRS-IH training schedules included in the Monthly Status Report (MSR), as requested. (Deliverable 2)


DOEHRS-IH Program Management Support

  • The contractor shall participate in Pre-Implementation Meetings (usually by telecom) facilitated by the DoD Program Management Office (PMO) targeted to assist IH Program Office prepare their programs.
  • The contractor shall provide support in evaluating each site for specific requirements to meet DoD directives and implementation needs to Navy Medicine regions.
  • The contractor shall maintain document archives, establish agendas, schedule and conduct meetings/conferences.
  • The contractor shall participate in DOEHRS-IH Services' Meeting, and related working groups (as requested) facilitated by Defense Health Agency (DHA), and Northrup Grumman, addressing system change requests (SCRs) and system incident requests (SIRs).
  • The contractor shall coordinate with Industrial Hygiene Program Office’s (IHPO’s) the deployment and tracking of the DOEHRS-IH Mobile Tablets.
  • The contractor shall provide program management support to the functional and regional IH managers as requested.

DOEHRS-IH System Customer Support

  • The contractor shall provide first Tier responses from Navy users by phone and/or e-mail to inquiries regarding routine issues or discrepancies in the system.
  • The contractor shall provide timely responses to user inquiries regarding system operational capabilities based on Navy industrial hygiene business practice (OPNAVINST 5100.23 Series).
  • The contractor shall provide Department of Defense (DoDI 6055.05) and Navy (OPNAVINST 5100.23 Series) industrial hygiene business practice information at DOEHRS-IH designated sites.
  • The contractor shall ensure DOEHRS-IH users are aware of recent software upgrades and participate in monthly training events conducted by the developer.
  • The contractor shall maintain configuration and status of system change requests or identified defects by all Navy installations, ashore, and in theater.
  • The contractor shall maintain issue log of identified issues and response actions as part of the MSR. (Deliverable 2)


Metrics Monitoring and Reporting for DOEHRS-IH

  • The contractor shall seek opportunities to improve metric reports and update metric definitions after discussions with IH functional managers and stakeholders.
  • Access, analyze and share data using Business Objects.
  • Distribute documents using Business Objects and Data Warehouse.


Job Requirements


  • Bachelor's degree
  • DOEHRS-IH System Experience
  • Must be able to provide support for the DOEHRS-IH system
  • Must have experience in sending out notifications of software upgrades and will have to be involved with the developer of the DOEHRS-IH software
  • Must be capable of leading, creating, and handling training events
  • Must be able to handle creating curriculum for training 
  • Must be a US Citizen, and have the ability to obtain a Secret Clearance
