Job Summary:

The candidate be responsible for designing, implementing and maintaining complex databases, access methods, access time, device allocation, validation checks, organization, protection and security, documentation, and statistical methods, to include maintenance of database dictionaries, overall monitoring of standards and procedures, and integration of systems through database design. The candidate must be competent to work at the highest level of all phases of database management.  The Database Analyst/Programmer designs, develops, enhances, debugs, and implements database software for the program. The analyst/programmer is responsible to research, test, build, and coordinate the conversion and/or integration of new products based on client requirements. Specifically, the position will support the program missions to provide reporting capability, which includes ad-hoc reporting, canned reports, and analytical capabilities via dashboards, data visualization, and statistical analysis, and provide access to data for interconnected systems that ingest data from other systems for operational use via data service Application Programming Interfaces (APIs), web services, or other methods mutually agreed upon.

Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned and must be able to perform the following with minimal guidance):

  • Designs, develops, builds, analyzes, evaluates and installs database management systems to include database modeling and design, relational database architecture, metadata and repository creation and configuration management
  • Defines and oversees database organizations, standards, controls, procedures, and documentation
  • Provides technical consulting in the definition, design, and creation of a data base environment.
  • Advises applications development staff and users on data-based solutions to business problems, data architectures, data base management system facilities and capabilities, and the operation and tuning of databases
  • Ensures economic and efficient availability of data within adequate safeguards
  • Designs and implements databases with respect to access methods, access time, batch processes, device allocation, validation checks, organization, protection and security, documentation, and statistical methods
  • Uses data mapping, data mining and data transformational analysis tools to design and develop databases
  • Determines data storage and optimum storage requirements. Prepares system requirements, source analysis and process analyses and design throughout the database implementation
  • Documents requirements (user stories) and conduct analysis for subject area adjustments
  • Design, develop and test application reports and dashboards based on customer user stories
  • Facilitates and manage customer requirements and development status meetings and reviews
  • Responds to emergency break-fix situations to correct obvious mistakes and inaccurate data presentation

Education / Experience / Certifications

  • Bachelor’s Degree in Computer Science, Information Technology, or related discipline
  • 6+ years of experience performing the duties of a database analyst
  • Must possess and maintain an IT-I level certification IAW AR 25-2 and an IAT II certifications IAW DoD 8570.01-M and BBP 05-PR-M- 0002)
  • Secret Clearance


  • Experience operating any major database system (MS-SQL, MySQL, Oracle, and/or DB2) in an enterprise environment.
  • Expertise coding in SQL, Python, Perl, shell, or other high-level languages.
  • Knowledge of database tuning, capacity management, and resource forecasting.
  • Experience with Linux or Unix.
  • Experience working with “big data” (many Terabytes) is an asset.
  • Demonstrated ability to explain technical issues clearly/accurately to technical/non-technical audiences
  • Experience working as a team or technical lead in a software development environment
  • Demonstrated ability to work in a collaborative team with adjusting priorities and deadlines
  • General database system knowledge, database theory, disaster recovery, database security, database design, capacity planning, performance analysis, change management.
  • A proven ability to find unusual solutions to unusual problems.
