Job Description

The primary duties of the Military Master Planner will be to direct a team and plan medium- to large-size DoD and other Federal planning and asset management projects, as well as to plan, prepare, and develop documents in compliance with Federal and DoD policies. Directs the work of others in the completion of required studies, documents, and reports. Requires extensive agency/public participation, agency coordination, planning, and budgetary programming experience. All candidates are required to have the ability to pass a security/background check and security clearance investigation. This position will require a US Passport and the ability to travel overseas as needed. Additionally, the Master Planner position requires an ability to grow and maintain client relationships.

Job Requirements


  • 3+ years of direct military master planning and programming experience
  • Knowledge of the philosophies, principles, practices and techniques of planning
  • Knowledge of principles, methodology, practices of research and data collection
  • Knowledge of execution for Area Development Plans, Installation Development Plans, Facility Requirements Analyses, Planning Charrettes and DD Forms 1391 Development, as well as use of the PAX system
  • Knowledge of planning disciplines, such as urban design, environmental planning, military planning, economic development, or land use
  • Knowledge of computer hardware and software programs indigenous to the practice of military planning, such as ASIP, PAX Processor, RPLANS, ISR, HQIIS, etc.
  • Solid understanding of GIS use, principles, data standards, and projections.


  • Effective communication skills are critical – technical writing skills, PowerPoint, Acrobat, and Microsoft office software, including advanced use of Microsoft Excel are preferred
  • Creative problem-solving skills to gather relevant information to solve less well-defined planning problems
  • Ability to work on several projects or issues simultaneously
  • Ability to manage time effectively and meet firm deadlines
  • Group facilitation skills for use with community workshops are a plus


Candidates need to be effective verbal and nonverbal communicators. Strong knowledge of Microsoft Office software (Word, Excel, PowerPoint, Project, etc.) is required. Creative problem-solving skills to gather relevant information to solve less-than well-defined planning problems are also required. The strongest candidates should be able to work on several projects or issues simultaneously and effectively manage their time to meet firm deadlines. The ability to facilitate group workshops is also extremely helpful.
